Public warehouses offer companies a number of work solutions, including commission, packaging, storage control software and dedicated employees. Although most companies view public storage as a short-term solution, it can often become a long-term relationship, as companies were accustomed to the convenience of public storage services. Companies that invest and operate public warehouses invest heavily in modern facilities to remain competitive. They offer customers greater flexibility to retain and attract additional customers. This agreement reduces the risk to the exporter, as he remains the owner of the stored products. The trader does not have to pay until he has sold the goods, so he improves his cash flow. Both parties must ensure that the supply contract is formulated with great care, so that in the event of bankruptcy, there is no doubt about the third parties, especially the trader`s creditors. The trader and exporter have incompatible interests. The trader`s interest is to increase the amount of the badge stock, as this does not affect his cash position. Therefore, parties should expect an appropriate fabric vehicle to suit market demand- The company that uses the public warehouse is not required to hire storage personnel, does not require inventory software or storage equipment.
The owner of the public warehouse is responsible for the costs and passes them on to his customers on the basis of the rate they charge. For many commercial transactions, it is useful for UNHCR to sign a long-term agreement with a supplier, whether it is goods or services. These are known as “framework agreements” and we have signed them with a large number of companies for items used daily by UNHCR staff, including vehicles, radios, telecommunications equipment, generators and office equipment, as well as for assistance, including tents, blankets, bed mats and kitchen kits. Public warehouses will also allow customers to bring their own ERP or storage software, so that the public warehouse becomes a satellite site with real-time data. Compliance with certain conditions is required of the customs authorities and VAT. Due to EU VAT legislation, it is easier to have a freight fleet between EU countries. The distributor is required to keep accurate accounts, but is unnecessary to have a warehouse connected.  The framework agreements between UNHCR and its suppliers are intended to set contracting conditions for a specified period of time, including items, price, quality, quantity and delivery.
These temporary agreements (usually 3-5 years) are usually falsified as a result of an open international tender.
